For Francis Okafor, China is not a country best understood from a distance. Since arriving in 2018, Okafor has moved from being a Nigerian Engineering graduate and scholarship student to becoming a software engineer, an AI and Technology Lead, and now President of the Nigerian community in Shenzhen, one of China’s most dynamic technology and manufacturing centres.
That journey has given him a perspective shaped not by headlines or policy announcements, but by proximity to the machinery that turns ideas into products and increasingly into artificial intelligence systems.
“I have seen how quickly an idea can become something real,” Okafor says, reflecting on his years inside China’s technology ecosystem. “Looking in, you tend to see China through products, funding rounds, policy announcements and headlines. Working within it, you see the process underneath all of that.”
It is a distinction that has profoundly influenced how he understands Chinese technology.
For Okafor, the real competitive advantage goes beyond the sophistication of the finished product, and extends to the speed at which the ecosystem learns, adapts and executes. He recalls witnessing product changes that would ordinarily take considerable time being discussed, tested and incorporated into production within days.
“That was a very different operating rhythm from what I had been used to seeing elsewhere,” he says.
His conclusion is emphatic: “That is not something you can understand accurately from a far. You have to be standing in it.”
A journey that began with Engineering and Chinese
Okafor’s Chinese journey began shortly after he completed a bachelor’s degree in Mechanical Engineering. His command of the Chinese language helped open the door to China through the Chinese Government Scholarship in 2018.
His interest at the time extended beyond engineering. He was fascinated by the evolving relationship between China and Africa, particularly against the backdrop of the Belt and Road Initiative and the emergence of the African Continental Free Trade Area.
He wanted to experience those developments from inside China rather than merely analyse them from afar. That academic opportunity eventually became something much bigger.
He first encountered China as a student, immersed in an environment whose pace of development differed markedly from what he had previously known. He subsequently transitioned into the country’s technology workforce, first as a software engineer and later as an AI and Technology Lead.
His professional experience has taken him through Shenzhen and Hangzhou, two of China’s leading technology hubs.
“I went from studying China’s technology environment to actually building within it,” he says. “That has given me a perspective that I would have struggled to develop from outside the country.” What initially brought him to China, however, is not necessarily what kept him there.
“Shenzhen is where a very large share of the world’s hardware is designed and built, and increasingly where the software and AI around that hardware is being developed too,” he explains. “For an Engineer, being inside that ecosystem is not simply a posting. It is a vantage point.”
When language becomes access
For Okafor, one of the most important aspects of his experience in China has been linguistic. He speaks to both Chinese and international audiences in Mandarin and English, and he has observed a striking difference in the interaction that follows.
“When I present in English through a translator, I tend to get more formal and polite questions,” he says. “When I present in Mandarin, the questions become much more direct, and they come much faster.”
Then comes the line that perhaps best captures his philosophy of integration: “Language is access. Without it, I am a visitor being accommodated. With it, I am a participant.” That participation has given him an unusually close view of China’s technology ecosystem and the culture of execution that drives it.
Building AI beyond the demonstration
Today, Okafor’s work in artificial intelligence is focused on enterprise-grade systems. For him, the defining challenge of AI is no longer simply demonstrating that a model can produce an impressive result. The harder task is building systems that can withstand the complexity of real-world deployment.
“The difficult part is not getting an impressive result in a demonstration,” he says. “It is making the system work reliably when it is exposed to real users, real data, operational constraints and the consequences of getting things wrong.”
That emphasis on reliability, execution and practical value also appears to shape his approach to community leadership.
A new responsibility in Shenzhen
Okafor’s recent appointment as President of the Nigerian community in Shenzhen places him at the intersection of technology, diaspora engagement and Nigeria-China relations. He does not regard the position merely as a title.
“I treat this as an important responsibility and an amazing opportunity,” he says. “This community was built by people who came before me, and it has established real standing in Shenzhen.”
He is also keen to challenge the traditional perception of Nigerians living in China. “Nigerians in Shenzhen are not primarily traders passing through,” he stresses. The community, he explains, includes doctoral and postdoctoral researchers, engineers, professionals, business and industry leaders and students.
His mandate is therefore to bring greater structure to an already established community and ensure that it can effectively serve its members while engaging credibly with institutions beyond the Nigerian community.
“That is the work,” Okafor says. “The title is secondary.”
From an organic community to an organised network
One of the first challenges confronting his administration is visibility. The Nigerian community in Shenzhen has grown organically over time, but there has not been a comprehensive picture of who its members are, where they are located or what they do. Okafor wants to change that.
The community is being mapped across Shenzhen by profession, institution and district, with plans to establish school coordinators and professional representatives. “Effective representation starts with knowing who you represent,” he says.
For Okafor, this is more than administrative housekeeping. Without reliable data and a clear understanding of the community, meaningful programmes, partnerships and representation become difficult to build.
“That matters because you cannot build meaningful programmes, partnerships or representation around a community you cannot properly see.”
Why Shenzhen matters
Shenzhen occupies a special place in Okafor’s professional worldview. The city is distinguished by the unusually short distance between an idea and a physical product. Manufacturers, suppliers, engineers, designers, technology companies and investors operate within an exceptionally dense ecosystem.
“Shenzhen is one of the few places where the distance between an idea and a physical product can be extraordinarily short,” he says. That density, he argues, is the city’s real competitive advantage. A company can move rapidly from an initial conversation to a prototype, or from identifying a technical problem to finding someone capable of solving it.
For African professionals and businesses, that ecosystem presents enormous opportunities. But Okafor also recognises the difficulties faced by newcomers who arrive without networks or an understanding of how to navigate the environment.
Some barriers have already been reduced by Chinese technology platforms. Companies such as Tencent and Ant have made significant efforts to make their payment and service ecosystems more accessible to people without Chinese bank cards or identity documents.
But Okafor believes an important gap remains. “What is still missing is the human layer,” he says. “If someone has already solved a problem, the next person who encounters it should know who to turn to.” That, he argues, is where a community organisation can make a practical difference.
Making the first weeks easier for Nigerians
Every year, Nigerians arrive in Shenzhen as students, professionals and business visitors. Many encounter the same practical challenges, registration, payments, transportation, essential applications and navigating unfamiliar systems.
The irony, Okafor observes, is that most of these problems have already been solved by someone who came before them. The problem is that the solutions often remain buried in individual phones and private conversations.
“What should happen is that the answer exists before they land,” he says. That philosophy is behind the community’s digital platform, which provides practical information and guides for Nigerians arriving in Shenzhen, covering immigration and registration, payment systems, transportation, essential apps and contacts for assistance. Separate resources are also being developed for students, professionals and short-stay business visitors.
The objective is straightforward: to enable Nigerians travelling to Shenzhen to begin preparing before they leave Nigeria and to integrate into the city in days rather than months. “My view is simple,” Okafor says. “If someone has already solved a problem, the next person should not have to solve it again from scratch.”
Five priorities, one philosophy
Okafor’s administration has identified five priorities: structure and data; talent and workforce development; visibility; alliances; and membership value.
The first is foundational. The community wants to complete its mapping exercise and establish district and professional representation before embarking on larger programmes.
The second focuses on creating career pathways, mentorship opportunities and greater visibility for Nigerian researchers and professionals in Shenzhen.
Visibility is being strengthened through the community’s website and communication channels, while alliances will focus on stronger relationships with Nigerian and African organisations across the Greater Bay Area and the wider diaspora.
The ultimate test, however, is membership value. “People should be able to point to something tangible and say, ‘This organisation is useful to me,’” Okafor says. That usefulness could come through professional connections, mentorship, information, welfare support or access to opportunities.
His approach is deliberately measured. Rather than announce numerous ambitious initiatives, he wants to establish the institutional foundation first. “I would rather build that foundation properly than announce five ambitious programmes that we cannot execute well.”
Beyond brain drain
Perhaps the most consequential part of Okafor’s vision is his interpretation of the Nigerian diaspora. He challenges the conventional description of Nigerians working abroad simply as evidence of brain drain. “I do not think the brain drain framework tells the whole story anymore,” he says.
In an increasingly connected world, a Nigerian engineer or researcher working in Shenzhen is not necessarily lost to Nigeria. That individual may instead be acquiring expertise, relationships and institutional knowledge from one of the world’s most important technology ecosystems.
The critical question, he argues, is whether there are mechanisms through which that knowledge can flow back to Nigeria. This leads to one of his most compelling ideas: the diaspora as “distributed capacity.”
“Unorganised, it is easy for that talent to become disconnected,” he explains. “Organised, it can become a bridge between Nigeria and the ecosystem where that person has developed their expertise.”
For Okafor, the Nigerian community in Shenzhen can therefore serve a purpose far beyond welfare and social networking. It can become part of the infrastructure connecting Nigerian talent to China’s technology and industrial capabilities.
Making Nigerian talent visible
Nigeria’s technical talent, Okafor believes, is not the fundamental problem. “I do not think talent is the constraint,” he says. “Nigerian engineers and researchers are already in these environments. The bigger problem is visibility and access.”
His distinction is important: being capable and being seen are two separate challenges. An engineer can be exceptionally talented yet remain invisible to the institutions, companies and networks that create opportunities. Organised networks can help close that gap by facilitating introductions, creating connections and giving talented people opportunities to demonstrate what they can do.
“That is the kind of infrastructure I want this community to build,” he says. “Excellence that nobody can see does not compound. Excellence that is organised can.”
Building something that outlasts its president
For all his ambitions, Okafor’s ultimate measure of success is surprisingly institutional. He does not want his administration to be remembered primarily for events, announcements or personal visibility. Instead, he wants to leave behind an organisation capable of functioning more effectively after he is gone.
“I would like the next president to inherit an organisation rather than a blank page,” he says. That means reliable membership data, proper records, documentation, functioning coordinators across Shenzhen and at least one serious institutional partnership that survives beyond his tenure.
His concern is that many community organisations effectively start again whenever leadership changes because institutional knowledge is not properly documented or systems are not established. “I would rather leave behind systems that make the next administration stronger than spend my time building something that depends on me personally.”
If that happens, Okafor believes, his administration will have achieved something meaningful. “If this administration can break that cycle in Shenzhen, I will consider that a meaningful legacy.”
A bridge between two worlds
Francis Okafor’s story is ultimately about more than one Nigerian engineer’s career in China. It is about what happens when migration becomes immersion, when language becomes access, when technology becomes a professional bridge, and when a diaspora community moves from informal networks towards organised institutional capacity.
His journey: from Mechanical Engineering graduate to scholarship student, Software Engineer, AI and Technology Lead and now community president, mirrors a broader evolution in the Africa-China relationship.
The relationship is no longer defined only by infrastructure, trade, capital and government-to-government engagements. Increasingly, it is also being shaped by people who understand both environments from the inside.
“There are Nigerians here who understand both sides of that relationship,” Okafor says. “I think that knowledge has value far beyond the community itself.”
For a new generation of Nigerians considering China, his message is therefore not simply to travel there, but to engage deeply enough to become participants.
And for the community he now leads, the ambition is equally clear: to turn scattered individual success into collective capacity, and to ensure that the next Nigerian arriving in Shenzhen does not have to start from zero.
